Macomb, IL – The panelists discuss a proposed new model for radio and television licensing that would include a "public value test."
The Radio & Television Digital News Association's website reports the plan was suggested by FCC Commissioner Michael Copps during a speech at Columbia University. Copps would like to see enhanced disclosure from licensees and "meaningful" increases in local programming.
Copps also proposed that news outlets be required to provide evidence of detailed emergency coverage to the FCC.
The panelists consider Copps' proposals laudable. But they question whether such requirements are practical in an age when there is no jurisdiction over so many other news outlets, including newspapers and Internet sites.
The panelists also point out the broadcast spectrum is no longer quite so limited thanks to the advent of HD radio and television.
