Navigating Murky Legal Waters

Macomb, IL – A Macomb man would like to see a canoe entrance point on the Lamoine River in town. But it might prove to be easier said than done. John Cox of the Lamoine River Ecosystem Partnership is seeking state grant money for the project. He's hoping the park district will serve as the agency for the grant application. But park commissioners are reluctant to move forward because they believe the Illinois Department of Natural Resources does not consider the Lamoine to be a public access stream. Cox thinks the law is less clear, so he's been asked to get together with the park district's attorney to share any legal information he's been able to find about the issue. The park board took no action on his request regarding the grant application, though commissioners urged Cox to attend a public meeting on the Macomb Park District's capital development plan. There will be an open house format for the meeting, which will be held July 27 beginning at 4:30 p.m. in the Macomb City Hall Community Room.
