Carthage, IL – Carthage is almost finished with an owner-occupied home rehabilitation program. Doing the same with rental housing might be next. Mayor Jim Nightingale says eight of eleven homes are finished. He said they hoped to do 14 with the more than $250,000 state grant, but the homes they did required major work, and exhausted the funds. He says aldermen are gathering data on a possible state program that would let the city bring some rental units up to code as a way of improving the community's housing stock.
