MONTAGNE: As China's vice president tours the U.S., his colleagues back home are burnishing relations with their other major trading partner, the European Union. EU leaders are in Beijing today, just after several EU member states were downgraded by the credit-rating agency Moody's, a sign of the region's fragility.
